Rosoce is the Owner/Broker of Capitol Properties. He came to the industry in 1994 following a distinguished military career, bringing with him a broad based, comprehensive management doctrine which has allowed him to establish El Paso's finest "Full Service" Real Estate Brokerage. Specializing in Residential Property Management, Roscoe's approach to brokerage and property management is hinged on accountability, quality assurance and communication. He and his staff are well versed in owner/tenant relationships and they apply sound policy and procedure to every transaction. 
 
As an Adjunct Professor at El Paso Community College, Roscoe teaches a myriad of real estate related subjects and actively promotes real estate education within the community. Flying, firearms, racquetball, camping, cars, sailing and traveling are among the things he loves to do most. As a retired Army Air Traffic Controller and licensed Private Pilot, Roscoe takes to the skies whenever he can. When his feet are planted more firmly on the ground, he spends his time restoring old cars and collecting firearms. When he is not on the job, you will probably find him in the woods cooking over an open fire.
